- Professionals – Registered doctors, engineers, chartered accountants, and lawyers are not eligible
- Taxpayers – Farmers who paid income tax in the previous assessment year are not eligible
- Superannuated/Retired Pensioners – Others receiving a monthly pension of more than ₹10,000 (not including multi-tasking/Class IV/Group D people from the previous categories).
