UP Cabinet Approves New Excise Policy 2025 with E-Lottery System for Liquor Shops

Lucknow: The Uttar Pradesh cabinet on Wednesday approved the excise policy for 2025-26, introducing an e-lottery system for the allocation of liquor shops across the state.

The cabinet also scheduled the state legislature’s budget session to begin on February 18. However, senior government officials remained unavailable for comment.

Sources familiar with the matter revealed that under the new policy, each applicant can submit only one application with a non-refundable security deposit. An individual can be allotted a maximum of two shops, with the selection process conducted through an e-lottery. The National Informatics Centre (NIC) will oversee the lottery system across all districts, and the final list of selected applicants will be sent to Lucknow for shop allotment. No private agency will be involved in conducting the lottery.

Meanwhile, a senior minister stated that the cabinet has not yet made a decision on the advisory price for sugarcane. The budget session, set to begin on February 18, will open with Governor Anandiben Patel addressing a joint session of both houses. It is expected that the state government will present the annual budget for 2025-26 on 19 February, though the final agenda will be determined by the business advisory committee.
