The Navi Mumbai Municipal Corporation (NMMC) has approved a Rs 5,709.95 crore budget for the financial year 2025-26, focusing on revenue generation, infrastructure development, and improving the city’s livability index. The budget, presented by NMMC Commissioner and Administrator Kailas Shinde on Tuesday, does not impose new taxes, marking the 25th consecutive year without a tax hike.
Revenue and Financial Planning
The budget estimates include an opening balance of Rs 1,301.04 crore, with a total income target of Rs 4,408.91 crore. Expenditure is projected at Rs 5,684.95 crore, leaving a surplus of Rs 25 crore.
To boost revenue, the NMMC plans to bring properties outside the tax net under its purview. Shinde highlighted the surge in property values in areas like Palm Beach Road, attributing it to the upcoming international airport. With property rates increasing from Rs 2.5 lakh per square foot to Rs 5 lakh, the city expects an inflow of high-end infrastructure projects, including luxury hotels, which will contribute to municipal revenue.
The NMMC has also scaled up its property tax target from Rs 900 crore to Rs 1,200 crore. A Light Detection and Ranging (LIDAR) survey identified 48,000 additional properties that will now be taxed. Shinde stated that the civic body’s initiative to recover arrears through individual notices and property attachment is yielding positive results.
Key Infrastructure and Development Plans
The budget prioritises infrastructure expansion to support the city’s rapid industrial and commercial growth. The NMMC aims to ensure smooth transportation by improving public transit and road connectivity. The civic body will also modernise solid waste management through control command centres, compressed biogas projects, waste-to-energy initiatives, and a textile recovery facility.
Water supply remains a focus area. The NMMC has appointed an agency to source water from the Patalganga River, Bhira hydroelectric project, and Poshir and Shilar projects. The SCADA smart system will be implemented for efficient water distribution. Additionally, 40 million litres per day (MLD) of treated water from tertiary plants will be supplied to industries, conserving potable water.
To enhance sustainability, the civic body plans to establish 145 electric vehicle charging stations and develop eco-friendly crematoriums, including one for animals. The budget also includes a 100 MW solar photovoltaic power project at Morbe Dam and a 1.5 MW hydroelectric project.
Healthcare and Education Initiatives
The budget allocates funds for strengthening healthcare services. Civic hospitals will introduce MRI services, chemotherapy, and dialysis. Plans include setting up a geriatric ward, a modular mortuary, and two Ayurvedic hospitals. A veterinary hospital is also scheduled for commissioning this year. The municipal-run Post-Graduate Institute of Medical Sciences (PGIMS) will introduce four additional courses to train more doctors.
In the education sector, civic schools will benefit from Atal Tinkering Laboratories, computer labs, and National Cadet Corps (NCC) training. The authorities expect to complete a science park this year. They will also establish two more education and training centres for persons with disabilities. Women self-help groups will receive vocational training, with 30% of commercial shops in civic markets reserved for them.
Environmental and Tourism Development
The NMMC has set aside funds for planting 45,000 trees to create 40 hectares of greenery. To prevent waterlogging, the civic body will increase the capacity of holding ponds.
Tourism development is another key focus area. The budget includes plans for a marina, mangrove park, museum, aquarium, and a botanical and butterfly garden.
Economic Growth and Future Planning
Given the rise of mega projects and data centres in Navi Mumbai, the NMMC will establish an Economic Master Planning Cell to ensure residents benefit from these developments.
The government will allocate Rs 500 crore annually over the next three years as a reserve fund for large-scale projects. Shinde reiterated that the budget aims to position Navi Mumbai as a major development hub while balancing economic growth with environmental and social well-being.
