Haryana GST Amnesty Scheme Offers Relief on Interest and Fines

The Haryana government has introduced an amnesty scheme providing relief on interest and penalty amounts payable under the Goods and Services Tax (GST) Act for the financial years 2017-18, 2018-19, and 2019-20. Taxpayers must deposit the principal tax amount by 31 March 2025 to avail of this benefit, according to an official statement released on Sunday.

Geetanjali Mor, Joint Excise and Taxation Commissioner (Gurugram Range), stated that the government launched the scheme in October 2024 to assist taxpayers registered under the GST Act. The initiative aims to ease financial burdens by allowing eligible taxpayers to settle their outstanding dues without additional interest and penalties.

Key Provisions of the Amnesty Scheme

The scheme applies to taxpayers who have pending GST liabilities under Section 73 of the GST Act, 2017, for the specified financial years. To qualify for relief, taxpayers must ensure the full payment of the principal tax amount by the deadline.

“If the principal tax amount is paid on or before 31 March 2025, the taxpayer will not be required to pay interest or penalties,” Mor said.

However, if any dues remain unpaid after the deadline, authorities will recover the outstanding amounts following applicable rules and regulations.

Appeal Withdrawal Requirement

Mor also clarified that taxpayers with pending appeals related to tax, interest, or penalty liabilities must withdraw their appeals before applying for the amnesty scheme.

“They must upload the relevant withdrawal order on the GST portal before seeking relief under this scheme,” she added.

The amnesty scheme offers a significant opportunity for businesses and traders who have struggled with past tax liabilities. The government has urged eligible taxpayers to take advantage of the scheme and avoid further financial or legal complications.

Compliance and Recovery Measures

Officials have warned that non-compliance with the scheme’s conditions will lead to strict recovery actions as per GST regulations. Taxpayers failing to deposit their outstanding principal tax by 31 March 2025 will face recovery proceedings, including potential legal action.

“The scheme provides a clear window for taxpayers to regularise their dues. We encourage them to make use of this initiative and avoid unnecessary financial penalties,” Mor said.
