Farmers holding cultivable land are eligible for the PM-KISAN scheme. As per the scheme:  A landholder farmer’s family is defined as “a family consisting of husband, wife and minor children who owns cultivable land as per land records of the concerned State/UT”. The existing land-ownership system will be used for identification of beneficiaries for calculation of benefit. 

Non-Eligible Individuals (Not Covered under High Income Farmers)

  • Institutional Holders of Land – Anyone holding land for institutional purposes is ineligible.

Farmer Families covered in Following categories:

  • Former/Current Constitutional Positions Holder
  • Former/Current Ministers (includes Ministers of State, members of Lok Sabha/Rajya Sabha, State Legislatures, State Legislative Councils, Mayors of Municipal Corporations, Chairpersons of Zila Panchayats) 
  • Serving or Retired Officers and Employees of Central/State Governments, their field units, Central/State PSUs, and attached offices/autonomous institutions. This also includes regular employees of local bodies (except Multi-tasking/Class IV/Group D employees) 
  • Professionals – Registered doctors, engineers, chartered accountants, and lawyers are not eligible 
  • Taxpayers – Farmers who paid income tax in the previous assessment year are not eligible 
  • Superannuated/Retired Pensioners – Others receiving a monthly pension of more than ₹10,000 (not including multi-tasking/Class IV/Group D people from the previous categories).
